Deaf, Mute and Blind- When Is A Person Considered “Incapacitated?”
Generally speaking, a person is considered incapacitated when he or she is no longer able or competent enough to manage his own personal affairs and maintain his or her own physical well-being. Though incapacitation can be the result of a number of mental illnesses, the
